Turn photos into one PDF

Six photos of a document are six files to send and they arrive out of order. One PDF arrives as one thing, in the order you set.

Open the tool

Runs entirely in your browser. The file never leaves your device.

How it works

  1. Add the imagesDrop them all at once. JPG and PNG.
  2. Put them in orderDrag to move. The order on screen is the page order.
  3. DownloadSave the PDF.

Questions

Do my files get uploaded?

No. This tool runs in your browser with JavaScript, so the file never leaves your device. Once the page has loaded you can even go offline and it still works.

Is there a watermark or a sign-up?

Neither. No account, no watermark on the output. The practical limit is your device memory — large scanned files use more of it.

Guide: doing it well

When to turn images into a PDF

Phones have replaced scanners for most people, so documents now start life as photos: a lease photographed page by page, receipts for an expense claim, both sides of an ID card. Many forms accept only PDF, and even when they accept images, one PDF with pages in the right order is easier for the reader than a folder of JPGs. Our guide PDF vs image covers when each format makes sense.

Step by step

  1. Take better photos first.Shoot straight down, in daylight, with the page filling the frame. This matters more than any setting.
  2. Add the images to Image to PDF.JPG and PNG are supported. iPhone photos in HEIC format need converting to JPG first (on iPhone, Settings → Camera → Formats → Most Compatible makes new photos JPG).
  3. Set the order. The list order is the page order.
  4. Choose page size."Fit to image" makes each page exactly the size of its photo. A4 or Letter puts every image on a standard sheet, which prints properly and looks consistent.
  5. Set orientation and margin, then create the PDF.Auto orientation picks portrait or landscape per image.

Size and quality

Images are placed into the PDF as they are, without being recompressed, so the PDF is about as large as the photos combined. A modern phone photo is 2–5 MB, so ten pages can easily reach 30 MB. If the file has to go through an upload form, run it through Compress to target size afterwards, or resize the photos before adding them. For text documents, around 1500–2000 px on the long side is plenty to read.

Choose A4 or Letter when the document will be printed; choose Fit to image when you want no white borders, for example with receipts of different lengths.

Privacy

Everything happens in your browser. The photos are read locally and the PDF is written by pdf-lib in this tab. Nothing is uploaded, which matters when the photos show ID cards or bank details.

Common problems

A photo appears sideways. Rotate it before adding, or fix the page afterwards with Rotate & reorder.

The file cannot be selected. It is probably HEIC, WebP or another format. Convert it to JPG first.

The PDF is huge. See the size section above: the fix is compression after conversion.

More questions

Can I put two photos on one page?

Not in this tool. Create the PDF, then use the N-up tool to place 2 or 4 pages per sheet.

Will the text in my photos be searchable?

No — a photo is a picture. Run the PDF through OCR to make the text searchable.

Is there a limit on the number of images?

No fixed limit; it depends on your device's memory.

Does it support PNG with transparency?

Yes. Transparent areas appear white on the page.

Is there a watermark?

No watermark and no sign-up.
